If outdoors, these allow the rogue wearer to perform a sneak attack without the normal one round delay. (The sneak attack attempt does not necessarily need to be done on the first round of combat.) Rogues without these boots must take one round to slowly move into position before attempting a sneak attack.
Outdoor Only
If outdoors, this cloak camouflages the wearer when still. This effect prevents the wearer from gaining the attention of an attacking monster as long as the wearer takes no actions during combat. Thus, the wearer cannot be the target of an attack. In order to remain undetected, the wearer may not attack, move, talk, cast spells, play bardsong, or pretty much anything other than stand still & breathe.
This cloak works equally well on submerged or surfaced characters provided the surfaced wearer does nothing other than tread water in place–provided the water is outdoors.

When consumed outdoors, removes and/or prevents the effects of charm
When used to remove a charm effect, this potion must be administered by another (living) person whose only action that round is to force the charmed character to drink this potion. Charmed individuals do not get a saving throw to resist having the potion forcibly administered to them. The formerly charmed character gains self-control and is free to act the same round the charm was removed.
Target must succeed on a DC 12 Reflex saving throw or lose its next action.
Note: This spell may only be cast outdoors.
